Relevant European Communities Utilities procurement legislation and the relevant Irish Statutory Instruments specify that a competitive tendering process be conducted. In addition, the four principals of Transparency, Equal Treatment, Proportionality and Mutual Recognition are applied.
Calls for Competition are the first stage undertaken in a contract award procedure. This is an advice to the marketplace issued by the European Commission and published in the Official Journal of the European Communities (OJEU). It indicates that the award of a particular contract will be the subject of a competition under a specified procedure: Open, Restricted or Negotiated. It invites interested parties to signify their interest either by requesting tender documents or providing qualitative information as part of Qualification System to enable the selection of suitable candidates for the competition. Calls for Competition are issued to the Official Publications Office in Luxembourg for publication on their Tenders Electronic Daily (TED) database - you are advised to check periodically for updates
The Dublin Airport Authority uses Airportsmart/Procuri to register suppliers as a first step qualification system and as a source for supplier selection when drawing up tender lists for the award of procurement contracts above the EU thresholds. Airportsmart/Procuri is a dedicated vendor registration system managed by the Airportsmart Group on behalf of the Dublin Airport Authority and other commercial organisations. Corporate Procurement at the Dublin Airport Authority is conducted within the terms of the EU Utilities Procurement Legislation. These include the Open Procedure, the Restricted Procedure and the Negotiated Procedure as defined within the terms of this legislation.
Up to and including €5k: all purchase requests processed by the purchasing
function.
Over €5k and up to and including €50k: selective tendering -
normally three quotes sought.
Over €50k and up to and including the EU
Threshold: selective/open tendering - normally at least five quotes sought.
