Major Development Programme at Dublin Airport Gathers Pace
as DAA
Completes Significant Construction, Design and
Programme Management
Contracts
The Dublin Airport Authority (DAA) has significantly advanced plans for
its major new Development Programme at Dublin Airport by entering into
contractual arrangements with a number of leading international firms
specialising in project management, airport architecture, design and
construction.
These contracts are central to the delivery of the second passenger terminal and new satellite pier components of the €1.2bn, ten-year, Dublin Airport Development Programme, announced by the DAA last September. The contracts have been completed following rigorous and highly competitive public tender programmes.
The UK-based international construction firm, Laing O’ Rourke has been appointed by the DAA to build Pier D, the facility which will provide 14 new boarding gates for narrow and wide-bodied aircraft, by late 2007. Planning permission for the new pier has already been secured and site preparation work for the 15,000 sq meter, two-storey structure will commence within the next couple of weeks.
A consortium comprising Ové Arup, Pascall & Watson and Mace - international design, architecture and project management consultancies respectively - has been appointed as project managers and designers for Terminal 2, Pier E and all the associated kerbside integration works needed to link the new passenger terminal with the existing Terminal 1.
The quantity surveying and cost consultancy firm, Davis Langdon PKS has been appointed as cost consultants for the new terminal, Pier E and kerbside works.
Due to the complexity and challenging delivery timelines of the Airport
Development Programme,
the DAA has decided to appoint external programme
managers to plan the integration and delivery
schedule of the overall
Programme. This contract has been awarded to Turner & Townsend, the
Leeds-based international construction and management consultancy firm.
Turner & Townsend has already begun working closely with a specialised
team from
within the DAA and with the other contractors already on site to
ensure the entire
Programme, comprising over 120 projects of varying scale,
is delivered in an
integrated, cost effective and customer-focused
manner.
“The Dublin Airport Development Programme is the largest capital investment
ever
undertaken by this company and in terms of the range of projects
deliverable
within a very tight timeframe at a working airport, probably one
of the most complex
in the history of the State,” said Declan Collier, Chief
Executive, DAA.

Laing O’ Rourke is a major international building contracting firm, employing
over
23,000 people worldwide. Formed by the merger of Irish and UK
firms
five years ago, it specialises in the construction of major transport
infrastructure.
Significant airport development projects with which it
is involved, or has recently
completed, include Heathrow’s new Terminal 5,
Birmingham, Edinburgh and Dubai.
Laing O’ Rourke is very active in Ireland,
where one of its most high-profile current
projects is the upgrading of the
Dublin-Naas dual carriageway.
Extending over 200 meters on to the airfield apron at the northern edge of
the
Airport, Pier D will provide significant new passenger boarding capacity
and 14
new aircraft contact stands. These will facilitate direct boarding and
disembarkation
of passengers and enable highly efficient turnaround of
aircraft schedules.
The overall projected cost of Pier D, all associated
ancillary works and the access
options to the existing passenger terminal
currently under review, will exceed €100m.
Dublin Airport’s second passenger terminal was given the green light by
Government
last summer and will be built on a site adjacent to the existing
terminal and
incorporating the existing Pier C. It will be designed to
handle up to 15 million
passengers and to cater for the requirements of
long-haul and short-haul aviation
traffic and for the transfer of passengers
and baggage between both modes.
A second new satellite pier, Pier E, will extend at right angles on to the
airfield apron
from the new terminal and will provide additional new
wide-bodied and narrow-
bodied aircraft contact stands as Dublin Airport’s
passenger traffic continues to grow.
Both the new terminal and Pier E are
scheduled for completion in late 2009.
The planning and design team selected for Terminal 2 and Pier E will be led
by Ové
Arup. An international design, engineering and planning consultancy,
Arup employsover
70,000 staff worldwide and has designed some of the world’s
most iconic
contemporary buildings including the Sydney Opera House and
London’s Swiss Re
Building. It also specialises in the engineering and
design of major transport
infrastructure and is one of the lead designers
for Terminal 5 at Heathrow, and in
advance of the 2008 Olympic Games, for a
new third terminal at Beijing International Airport.
The overall Programme Managers for the new Dublin Airport Development,
Turner & Townsend, specialise in providing appropriate systems for the
monitoring and control of complex infrastructure programmes and for detailed
value
analysis of how individual projects are best scheduled, integrated and
delivered.
Turner & Townsend has significant experience and expertise in
the
transport sector. Recent projects include, the full cost planning and
control of Sydney
International Airport’s expansion programme and the
upgrading of Picadilly Railway
station in Manchester.
